Claude Edward Foulk, 62, executive director of Napa State Hospital has been arrested and charged with 35 counts of sexual abuse of his foster son since the boy was eleven years old. (Where was Child Protective Services during this time?) Foulk began abusing the boy in 1992 while living in Long Beach, California. The abuse continued through 2003 when the family moved to Walnut, California. He was hired on with Napa State Hospital in 2007. The roster of patients at this institution , established in 1875 and has grown to become one of the largest mental health hospitals in the United States, include convicted child rapists. Doctor Foulk was arrested on hospital grounds. Bond has been set at $3.5 million.
On February 23, 2011, Claude Edward Foulk was sentenced to 248 years.
